CLOSURE OF INVESTIGATION

                Closure of investigation usually occurs after initial response from attorney indicates insufficient evidence to prosecute.  Such closure is routinely without prejudice to the Bar re-opening on unlikely chance additional evidence will be obtained.  Matter is confidential at this stage.
